Situated in the southern part of Sullivan County, New York, Eldred Junior-Senior High School offers a unique, individualized school experience. Eldred is an all-regents high school, whose students are among the top performing in the nation. After school, Eldred is bustling with athletics, clubs, and performing arts groups. George Ross Mackenzie Elementary School was built in 1995 on land belonging to George Ross Mackenzie. Our elementary school is located in the southern part of rural Sullivan County, New York near the Delaware River.

A Message From Dr. Morgano and Mr. Russell

There may be some questions regarding the tax money generated by the compressor station and why we cannot use the funds from the compressor station in year one.

In order to add the compressor station tax money to our budget for 2019-20 we would have to exceed the 2 percent tax cap. People would then lose their property tax relief credit and 60 percent of the voters would have to approve the vote.

However, NYS allows us after the first year of receiving the new tax money to add it to our budget WITHOUT EXCEEDING THE 2 PERCENT CAP. This is just how it is. It would be great if we had this flexibility in year one but we do not.

So for 2019-2020 the increase tax revenue will not be budgeted in our expenses, but will serve to lower everyone’s taxes. See below for rates.

For year two and beyond, we will use the funds to run our programs. This is great news since we do not plan to raise taxes beyond the 2018-19 level in 2020-21.

Bus Safety 

The safety of our students is vital.

Recently some drivers have illegally passed stopped school buses. This is not only illegal it is reckless. How could a person live with themselves after killing or severely injuring a child because they were in a rush?

I ask that you be extra careful when driving where there are school buses and children.

Dr. Morgano's Message - NYS Testing Schedule

I would like to share my thoughts with you regarding the NYS assessments in ELA and mathematics. I believe that these assessments provide the school district, teacher and especially the parents, with an objective measure of how well your child is progressing in the key areas of ELA and mathematics.
I encourage you to take advantage of these objective assessments that reveal how well your child is progressing. It is a fact that once your child is in high school, he or she will have to take Regents exams. As a parent and grandparent I would not want my child or grandchild to take a state assessment for the first time as a high school student.
The tests are not perfect. No test is. One could argue that the assessments are too long. That used to be true but today’s tests are a couple of hours long on two, not three different days. This is reasonable.
This year we are going to take the assessments on the computer. Students will be familiar with this process prior to the assessment dates as they will be taking class tests on the computer as well. (I have attached the 2018-2019 NYS assessment schedule to this letter.)
I would like nothing more than for Eldred to have 100% participation in the ELA and math assessments in grades 3-8. Please help us to reach this goal. Should you have any questions regarding the state assessments that your child’s teacher could not answer please contact your child’s principal or contact me directly. The state assessments do not begin until about March, however I wanted to share my thoughts with you now so that you have ample time to pose questions that you may have regarding the assessments.

Report An Incident

‚ÄčAs you are likely aware, the Eldred school district has formed a Task Force to explore our efforts to combat bullying and to make recommendations to the Board of Education for improvement if needed.

One recommendation from the Task Force was to add a “Bully Button” to the Web page for anyone to report incidents of bullying. It is imperative that this report process be used appropriately so we can address the needs of our students. Please include your name on the form so that our investigation can be as complete as possible. I want to thank our District Task Force for their efforts in this critical area.

Every student should look forward to coming to school and see school as a safe place.

Important Announcement



As of March 14th, the District anticipates "giving back" inclement weather days that are incorporated into the school calendar. While we can not anticipate how the remainder of the winter season will end, at this time we may not likely be required to use the remaining snow day(s).

If the district does not use additional days, the following days will be:

Friday, April 12          - District closed
Monday, April 22      - District closed
Tuesday, April 23      - Superintendent's Conference Day - no school for students
Thursday, May 23     - District closed
Monday, June 24th  - Last day of elementary classes

In the event that additional inclement weather days may be used, the District calendar will be adjusted and announced at the April 11th Board of Education meeting.

Dr. Morgano's Message - Comptroller Report

Dear Parents/ Guardians, 

The following report was just released by the Comptrollers Office. As you can see in my letter of response to the Comptroller, we agreed with their findings and have taken pro active measures to take corrective actions. 

My mission in Eldred, is to ensure that we are fiscally stable within 3 to 4 years. The first major step in this endeavor was to make some painful cuts in faculty and staff. Other measures must occur going forward. These will be discussed by the Board of Education at future Board of Education meetings. 

I want to thank Caleb Russell, our Treasurer, for his diligent work in bringing us toward our goal of fiscal stability. 

I also want to thank the Board of Education for supporting decisions that are not easy but necessary in order to save our school district.
