Dear Stakeholders,
The Eldred Central School District is seeking input from stakeholders regarding a proposed Agreement between the District and the Sullivan County Sheriff's Office concerning the assignment of School Resource Officers (SROs) within the District.
Pursuant to Section 2801-a of the New York State Education Law, school districts and law enforcement agencies must maintain a written agreement or memorandum of understanding governing the assignment of School Resource Officers. The agreement must clearly define the roles and responsibilities of SROs and school personnel, particularly as they relate to student discipline and school safety.
The District encourages parents, staff, students, and community members to review the proposed Agreement and provide comments or suggestions for consideration.

MODIFICATION AGREEMENT BETWEEN THE COUNTY OF SULLIVAN COUNTY AND ELDRED CENTRAL SCHOOL DISTRICT
This modification agreement is made effective as of September 1, 2026 by and between the County of Sullivan, a municipal corporation, located at 100 North Street, Monticello, New York 12701 (the "County") through the Sullivan County Sheriffs Office (the "Sheriff') and the Eldred Central School District, a public school district with an address of 600 Route 55, P.O Box 249, Eldred, NY 12732-0249 ("ECSD").
In accordance with Resolution No. 94-19, adopted by the Sullivan County Legislature on February 21, 2019, the parties hereby agree that one School Resource Officer will be provided for the 2026-2027 school year.
The parties hereby agree to extend the Original Agreement through June 30, 2027.
All other terms and conditions of the Original Agreement shall remain the same.
This agreement is authorized by Resolution Number 94-19.
Approval of the Modified Agreement between the Eldred Central School Board of Education, Sullivan County Sheriff's Office, Sullivan County, New York, for the School Resource Officer Program for the 2026-2027 School Year.
WHEREAS, the Sullivan County Sheriff's Office has in the past provided one or more Deputy Sheriffs as School Resource Officers to the Eldred Central School District; and
WHEREAS, due to the success of the program and the need for law enforcement in these districts, Eldred School District desires to continue to have one or more School Resource Officers on its campus commencing with the 2026-2027 school year; and
WHEREAS, the Sullivan County Sheriff's Office recommends that the County enter into agreements with Eldred School District to provide up to two (2) School Resource Officers in Eldred School District commencing with the 2026-27 school year; and
WHEREAS, the District will reimburse to the County a mutually-agreed-upon percentage of the cost of each School Resource Officer and additionally up to $2,000.00 per deputy for training costs.
NOW, THEREFORE, BE IT RESOLVED, that the County Manager is hereby authorized to execute the School
Resource Officer agreements with the Eldred School District for the 2026-27 school year, renewable on an annual basis for up to three (3) additional years.

Memorandum of Understanding Dated September 1, 2019
This Memorandum of Understanding ("MOU") is made effective as of September 1, 2019, by and between the County of Sullivan, a municipal corporation located at 100 North Street, Monticello, New York 12701 (the "County"), through the Sullivan County Sheriff’s Office (the "Sheriff"), and the Eldred Central School District, a public school district with an address of 600 Route 55, P.O. Box 249, Eldred, New York 12732-0249 ("ECSD").
This MOU details the duties and obligations of the County and ECSD in regard to the County providing ECSD with two Deputies as School Resource Officers ("SROs") on the ECSD Campus (the "Program").
The term of this MOU is September 1, 2019, through June 30, 2020, and may be extended on an annual basis for up to three (3) additional terms, under the following terms and conditions:
The County's obligations are as follows:
The County shall provide ECSD with two (2) Deputy Sheriffs as SROs to the ECSD Campus.
The SROs may assist in:
Facilitating counseling and mediating (as mutually agreed upon by both parties) student-teacher and student-parent communication and conflicts.
Investigating trespassing and criminal complaints on campus.
Providing hallway security.
The SRO will be present from 9:00 a.m. to 5:00 p.m., Monday through Friday, while classes are in session, unless required to be elsewhere pursuant to subparagraph "A(4)".
The SRO shall remain on Campus unless:
The SROs are directed by the Sheriff to respond to an emergency off the Campus.
The SROs' investigation of an incident that occurred on Campus requires the Deputy Sheriffs to leave the Campus.
The SROs leave the Campus to obtain food and return to the Campus to eat. (No more than twice during a Shift).
The School Resource Officers leave at the end of the shift.
It is the SRO's opinion that he/she must leave the Campus in order to protect the life or property of people off Campus.
Under no circumstances shall an SRO be a school disciplinarian. The SROs will not be involved in the enforcement of school disciplinary infractions.
ECSD's obligations are as follows:
ECSD shall cooperate with the County in order to implement the Program.
The amount to be paid by ECSD shall be fixed at seventy (70%) percent of the actual annual cost of each officer's salary and benefits, said amount to be determined by the County, with a maximum reimbursement of $70,000 per officer. The County shall bill for services on a quarterly basis in advance, and ECSD shall pay within thirty (30) days of presentation of an invoice or a voucher (at the direction of ECSD)
Mutual Covenants and Restrictions:
The Sheriff and ECSD (the "Parties") agree and consent to the following covenants and restrictions:
Nothing in this MOU will be construed as creating a partnership between the Parties. The relationship between the Parties is that of Vendor and Vendee.
Either party can terminate this MOU, with or without cause, upon thirty (30) days' prior written notice to the other Party. Notice shall be sent to the Parties at the addresses listed above, except that termination will not relieve ECSD for payment of services rendered up to and including the date of termination.
Both Parties acknowledge that they have had the opportunity to review this MOU with their respective attorney and are prepared to fulfill and comply with all of their respective obligations, duties, and covenants contained herein.
This MOU shall be governed by the laws of the State of New York. Any disputes relating to this MOU shall be heard in a court of competent jurisdiction having venue in Sullivan County.
This MOU may only be modified by a writing signed by both Parties.
The Parties agree to comply with the foregoing obligations and acknowledge their consent to the same as indicated by the signatures below.
This MOU is authorized by Resolution 94-19 adopted by the Sullivan County Legislature on February 21, 2019.
